History of the company
Oxus Pay JSC was established on 15 October 2024 as part of Uzbekistan’s national digitalization of social support, launched under Presidential Resolution No. RP-267 of 18 July 2024, which mandated the transition of all state social payments, benefits and services to a single digital platform — the “Social Card” information system.
Following Cabinet of Ministers Resolution No. RCM-897 of 27 December 2024, which set out the operational framework for issuing and servicing social cards nationwide, the Baraka card was introduced. Baraka is the social card issued under the slogan “For Human Dignity” to citizens of Uzbekistan, including families and individuals eligible for state social protection.
On 28 December 2024, the Central Bank of Uzbekistan granted Oxus Pay JSC License No. 62, authorizing it to operate as a licensed Payment Organization. Oxus Pay is responsible for payment processing through the Baraka app, providing the secure infrastructure and technical services that enable Baraka cardholders to use their cards for everyday transactions.
Since then, Oxus Pay has focused on building reliable, secure payment rails that support the Baraka ecosystem, helping cardholders access and use their funds simply and securely, wherever they are in Uzbekistan.
